Hennepin and Ramsey Counties' Adult Protection Services (APS) is dedicated to protect vulnerable adults from abuse, neglect, and exploitation. In Hennepin County, 1/10 vulnerable adults faces these challenges. APS aims to support these individuals to make sure they live safely and with dignity while respecting their unique cultures, values, and goals.
To report suspected mistreatments, please contact the Minnesota Adult Abuse Reporting Center (MAARC) at 1-844-880-1574, available 24/7. MAARC forwards reports to the appropriate agency, which may include county APS, the Minnesota Department of Health, or the Minnesota Department of Human Services. If a report involves a potential crime, it's also referred to law enforcement.
APS Process
When Hennepin County APS receives a report, a social worker assesses it using the county's guidelines. If criteria for abuse, neglect, or exploitation are met, the social worker will:

Initiate face-to-face contact with the vulnerable adult.

Assess the individual's safety and provide emergency assistance if needed.

Investigate the allegations.

Work to halt the harm and offer services to maintain the individual's well-being and independence.
It's important to note that while APS offers assistance, individuals have the right to decline services.
